How dry you are
A skilling pet drops at 1 in (base chance − 25 × your level). Your base level counts, so boosts change nothing, and the chance stops improving at 99. With 200 million experience in the skill it is 15 times likelier. Each way of training has its own base chance, and the time uses the experience an hour that skill's calculator on this site gives for it. A figure with a ~ is an estimate, and the method's note says what it is based on. Boss and minigame pets have a fixed chance a kill or reward, so type your own kills an hour to time them. How pet chances work
Every action that can give a skilling pet rolls for it once: a log, a catch, an ore, a theft, a lap, an essence crafted, a patch checked. The chance is 1 in the method's base chance less 25 for every level you have, so the same tree gets a little likelier as you train and stays at its level 99 figure after that. A magic tree has a base chance of 72,321, so at level 75 it is 1 in 70,446 and at 99 1 in 69,846. With 200 million experience in the skill every chance is 15 times better. Boss pets are a flat chance each kill.

Tumeken's guardian depends on your raid's points and level, and the ToA calculator works it out. Dom gets likelier the deeper you delve; the Doom of Mokhaiotl calculator has it at every depth.
Pet questions
Do boosts help? No. The chance uses your base level, so a boost from a potion, a dragon pickaxe special or the Woodcutting Guild changes nothing.
Does it get better after 99? Not until 200 million experience, when every skilling pet becomes 15 times likelier. The same applies to the Phoenix, Quetzin and Mr McGroot.
Does Guardians of the Rift give the Rift guardian? No. Crafting at the altars during the minigame does not roll for it; its searches roll for the Abyssal protector instead.
Do my crewmates roll for Soup? No. Only salvage you collect and actions you take yourself roll. Trimming the sails also rolls, at 1 in 120,000 a trim, and sorting salvage at 1 in 800,000 a sort.
Can I get a pet I already have? Yes. The roll still happens and you see a message that you would have been followed.
